Can the Luminary actually step down?

I have heard in videos and seen on the wiki that the Luminary from Under One Rule can at one point step down and allow a new government to be formed. However, I have never seen this and I have no idea of how this could fire.

Has anyone had the choice to reform peacefully or is this something that cannot naturally occur but still exists as a event?
