Tax the rich… who are these mythical creatures?

I was wondering recently who is exactly those rich who should be taxed. Are they people? Are they companies? Are they foreigners. “Tax the rich” sounds like a phrase which is used a lot, but I’m not sure that there is a common inderstanding about them. So who are they according to you?
