[EVENT] The Service Duvalier
Duvalier's quixotic dreams of a totalitarian state with him at the absolute helm were far from achieved. Such a personalistic dictatorship hadn't built a systematic reach, and mainly existed inside of Port-au-Prince, with every other place existing as a 'lawless' backwater to various degrees. The Milice Civile, Duvalier's main backer inside the country, and probably the only thing keeping him in power at these heights, was a brutal force that engaged in coarse extortions, murders, kidnappings and other schemes, but its members had received very little education in most aspects of life and were frequently illiterate to a crippling grade. Of course, this was normal for a sociopathic force whose only goal was getting paid to slay civilians, but the Haitian state apparatus was not only fighting civilians, there were a significant amount of forces that dared to plot against the regime. Duvalier could not trust the Americans, he could not trust the Dominicans, and he veritably couldn't confirm that the PUCH wasn't embarking on a mission to put a bullet in his brain.
As many within both international and inside-the-government circles were beginning to notice, Duvalier exhibited signs of paranoia, and this paranoia had manifested itself in frequent purges, his inner circle did not like this instability, as they thought that Duvalier's reckless nature would put himself at risk. Of course, this sentiment wasn't out of compassion or anything, it was just that Duvalier falling to a plot led by the opposition would certainly lead to them facing repercussions for their actions too. The need for a professional secret police was further exacerbated when a Macoute raid in Jerémie failed to bring about the neutralization of a key local PUCH informant who had presumably already fled the scene by the time their door had been kicked down.
!Thus, Duvalier finally acquiesced to the demands of his cabinet. He sat down with his Minister of Interior(who held titular control over the Milice Civile), Aurèle Joseph. They deviced the creation of a secret police and investigative unit that would receive far more training than the MC and would engage in far more secretive and professional operations., the 'Service Duvalier' Composed at first of 29-30 elite units that could function as spies, investigators and assassins all at the same time, though this is most probably going to be reworked into proper factionalization soon enough after it is established. Joseph failed to convince Duvalier into institutionalizing the 'SD' as part of the Ministry of the Interior. Operating at an annual budget of $15M, the initial scope of this force will be small, focusing on the assassination of key political figures, rudimentary espionage and the producing of reports regarding the situation of Haiti for the eyes of the doctor. Regional or International extent of the 'SD' is negligible and will remain like that until it is reformed to stand up on its two feet. Luckner Cambronne, a high-ranking official within the Milice Civile, and current MP in the Haitian Assembly, has been personally appointed by Duvalier to lead the force as its first Director-General. Already, recruitment efforts are ongoing, though, under the eyes of the public, for the most part. !<
A major slip-up involved Duvalier mentioning the force in a public speech from his balcony at the National Palace. The existence of a 'SD' as a secretive organization that may evolve into a National Intelligence Unit has been leaked to the world, but the internal dealings of it have not.
