Scrotal webbing is much worse than I thought. Is there anything I can do?

So I always wondered why I had a seemingly tight cut but it also felt loose at the same time. After a bit of restoring I already looked like a ci-3. But I soon realized that this was due to scrotal webbing making my skin feel like it had some extra shaft skin that was actually scrotal/pelvic skin that was being pulled up and stretched. Basically when I pinch and pull from the middle of my scrotum it literally rises up and connects to my scar line. I don't even have a mm of shaft skin. On my dorsal side I have maybe 1cm of shaft skin bunched up that stretches to a few when erect. Oh my sides I have maybe 0.5 cm. I have a pretty long shaft, so that basically feels like nothing. I'm worried that my restored foreskin would sit weirdly because it would all be scrotal,Y least on the ventral side.. I'm really hairy up to my scar line as well, which I'm guessing could cause irritation once it starts to roll over. Hell, even now my hairs are long enough to rub and get stuck in my inner skin. I'm really at a loss here, I don't know what options there are.
