Should I got to Chandrashila Tungnath trek around 15 march ?

This is my first time going on a trip that too in Uttarakhand, and I am planning to visit the peak around 15 November should I go? Can I see snow there or should I choose different location?

It's my first time doing such trek so need suggestions..
