New lights keep flickering and outlet makes noise

So my father got new light bulbs and they are causing issues.

They are flickering and making the outlet make noise when it flickers, it's not a continous noise.

The old ones just burnt out due to age and the light switch outlet didn't make any noise when we had those.

Could it be that the new lights aren't compatible because it is a older house
