My top 25 Order/Tier list (orderd tiers)
Keep in mind this list was made with the viewpoint of how fights between these characters would go
Top 4 is mostly interchangable depends on who you want to wank, personally i think it narratively makes sense that yuji> Gojo/Sukuna. I personally put Heian/TF sukuna above Gojo but thats a debate as old as time, with Meguna above both due to mahoraga (ill get back to him later. I cant see anybody below dabura (execpt maybe Kenny) beating him but just do to how novice he is with advanced jujutsu hes below the top 4 as of Chapter 23.
I put Kenny over yuta with the open barrier DE as the difference maker but you can argue otherwise. Yuki is definitly below either of them but i place her in this tier due to the sheer strength and force of her CT. Everybody in this tier i can comfortabily say beats the lower tiers, altho yuki is matchup shaky against a few of them.
Maki and Toji are equal if you think maki didnt get stronger in the 1 month, and maki is above if you think she did. Soul split katana combied with (ignoring the top 5) peak verse physicalls+immunity to DE give them an amazing match up into most characters with few execptions.Mahitos haxs are so strong that it shoots him up ALOT. i think several people lower are stronger in physicalls and output, but the invulnerability and lethality of his CT lets him cheese his way up the ranks.Ryo and Yorozu are the 2 strongest sorcerers not named sukuna and i give Yorozu the edge due to versatility. I rank Hakari this high mainly due to the fact his DE is strong in clashes. most characters that would fight him would naturally open their DE when he uses his, lose the clash and enter burnout and give him the opening to get jackpot. Even if they get their CT back a jackpot hakari could likely tank a DE from anybody below him.
Yuji is fairly low due to his lack of refinment but he has very good matchups into characters above him. i can easily see him beating maki or toji since he can match them physically and has shrine and blood manipulation to boot and he definitly clears mahito since he can actually damage him.Hakari is also a good match up for him since with 2 CT's he can attack with blood manipulation even if shrine is burnt out and his physicalls are eclipsing base Hakari.Higaruma has an amazing CT and ability to win domain clashes, but since he cant re open his domain while he has the sword combined with the fact his opponents will likely have their CT's back by the time of a conviction+ his weaker physicalls he loses to most strong characters with DE's.
And now heres my hottest take: Kashimo is a fraud who gets folded by anybody with a half decent DE and shouldnt be in any top 10. Domains make or break high level battles in JJK. if you dont have one you just lose. HWB can only do so much and MBA isnt so strong it can muscle past a DE before he dies from it.
Mahoraga isnt on this list because i think hes hard to rank due to the nature of his ability, but i think the only characters that could beat him without knowing about the adaptation are the top 5, kenjaku and yuta due to output and versatility,Mahito/Hiromi IF their CT's work and yuki as she has shown to in character open with full power attacks (imagen what she did to Kenjakus cursed spirit with garuda, thats how i imagen that goes with Mahoraga).Any other characters would likely get adapted to before the figure out whats going on. Characters like Ryu or jogo COULD beat him but only if they open with DE but i find it unlikely they would. if i was forced to rank him he would sit between Yuki and Maki/Toji.
Anybody i didnt name is scaled pretty vibes based. Characters like jogo and Naoya could be moved around.
