[TOMT] [MOVIE] Horror? movie circa 2005

In this movie was a facility where a man was strapped down and a mechanical spinning claw slowly lowered down onto the persons abdomen and tore into him. The claw then extracted a gory blinking eyeball from his body.

This traumatized me as a child and cannot find it. I must find it. ATP I'm not sure if it ever actually existed.
