PSP 3000 no power/light not charging

Hello all, Im trying to help a friend with their psp 3000 and it isnt showing signs of life. No charging light, no power on light, I've checked the fuses and they all have continuity. I am getting 5V through the 1st fuse when it's plugged in. I also got some of that electronic freeze spray to look for shorts and nothing. What else should I check next?
