why is home depot so understaffed but all of them have banners that they’re hiring?

it boggles my mind like what is the process to get hired, i’ve applied to over 15 hd in my life i’m 26 why is it so hard to get a job there, but then half the associates are virtually brain dead or seem interested in even helping you.
