Gpu to pair with ryzen 5 5600

A friend of mine has a pretty old pc. It has DDR4 16gb ram, 550 watt psu, rx 580 gpu and his brother has recently upgraded the cpu to a ryzen 5 5600. He asked me for advice on what gpu he should get. I suggested him the intel arc b580 but he insists on getting something more expensive due to him having a bigger budget. I warned him about bottlenecking aswell. Do you have any better options or suggestions?
