Need advice

I began seeing someone, we were having sex and they didn’t tell me until 2-3 weeks later. This all happened yesterday and I literally know nothing about hsv2. I feel more upset at the fact that I wasn’t told before hand. I feel really confused but numb because I don’t know what I am supposed to think. He apologized and I can tell he was scared but I am not sure we can continue a relationship after this. He said he had had it for 3 years and has only had 3 out breaks but from my research you can still get it even without an active outbreak. How fucked up is it that he waited to tell me?
