Who considers using legally defined terms as found in US Code or other legal sources “hate speech?”

If you’re confused by the phrase “legally defined terms,” I’m referring to the many many examples of definitions found in both federal and state statutes. Some examples from US federal law are: interstate highway (23 U.S.C. § 101(a)(1)), foreign agent (22 U.S.C. § 611), soldier (10 U.S.C. § 101(a)(4)), cargo (49 U.S.C. § 40102(a)(12)).
