WIBTAH if I confronted my best friend about her 9 year old daughter not being able to read?

I love my best friend dearly. However I have noticed over this last year that her 9 year old cannot read. She made the decision to homeschool her 3 kids a few years ago. The oldest is 12 and finished through the 3rd grade in public school so he is doing ok with his home schooling. However, her 9 year old only attended through kindergarten and she is almost completely illiterate. Her 5 year old son also still does not speak well. He speaks about how you would expect a 2 year old to speak, mispronouncing 75% of the words and being very hard to understand.

I am extremely dissapointed with her for this. She also smokes weed all day and it obviously takes away her ability to be able to give her kids any time and actually sit down with them to teach them things. Ive been so angry about it that ive actually started to distance myself and went from hanging out with her almost every single day to rarely hanging out with her. We still talk on the phone a couple times a week and she asks me to come over but I am really busy and just find it draining to be around her at this point because she just constantly complains about how overwhelmed she is. She puts more of her energy and effort into doing scheduling for the church sunday school than she does into her own kids. She told me the other day that shes "so busy that the kids have fallen weeks behind on there homeschooling curriculum."

To me, if I was homeschooling that would be my top priority. Everything else would come second to educating my children...... I just dont know what the hell i can even do to change this situation... I feel awful for the kids and how far they are going to be in life because of this.

She also doesnt allow the kids any independence or individualism as everything they are allowed to go do has to be something their 5 year old little brother can do as well? Im just honestly very put off by her lack of ability to be a good mother. She does not work and is a stay at home mom.
