All my sprinklers turn off after it rains/snows. Is this intended or a bug?

I didn't mind it when it happened before but my current tree farm has no room to walk in between them to reach the sprinklers to turn them back on. The only fix was to enter build mode, remove all the sprinklers, and place them back again, which was annoying
