Problem with the husk quest

Hi everyone, I have a question. I did The Veil quest in New Game. I’m level 100 and I completed the 3 missions with the church. I found a place where they were performing a ritual, and the guy you save in the previous mission showed up—I had the option to talk to him and he joined, but after that nothing else happened. I thought it was bugged, so I undocked and docked again thinking it might reset the opportunity.

the ritual is no longer, the people stay there . Does the chance to join come up again? Am I missing something?
