Bum brother in law

This past weekend my b-I-l decided to show up unexpectedly and somehow now he’s staying with us. My husband and I are trying to help him get back on track and get him out of our home. Ever since I’ve I been with my husband (8 years) my b-i-l has been a bum, unemployed, not a thing to his name. On several occasions we have try to help him and he steals from us, he has burned so many bridges from acquaintances. 2 yrs ago my FIL let him stay in his old house with bills paid, just so my b-i-l would trashed it and party all weekends. Long story short he is not trust worthy.unmotivated im trying to get him to get a job so he can get paid and get him out of my house. He says hes been applying but I don’t believe him. I’m trying to get him to do chores but I’m running out of ideas of what can he do to be motivated or out of my house as he can’t be bumming around and sleeping all day!
