Plants for a non-irrigated parking strip?

like the title says, I am looking to upgrade my current parking strip weed patch and plant some native plants. I can easily bring my hose out to manually water as needed, but it won't have irrigation.

It gets a lot of sun and is on a busy street. I'd like a combination of small shrubs and annuals that reseed, but I'd like to have nice foliage cover for most of the year so it looks presentable. I also have space for 1 tree!

I'm thinking of a desert willow for the tree, and maybe poppies, clarkia, or yarrow for the annuals but I'd like to know what plants worked for people in the past or if you have suggestions?

(Not sure if this is relevant but I'll be putting in a few pavers for pathways and also mulch)
