Is this normal, Cultist Piecer

So I decided to use the Cultist Piecer.

I went to repair like normal. With Weapon Artisan to get 200%.

It was at about 25% and repaired it, but only went up to 100% not 200%.

I checked on a melee weapon I made it was little over 100% repaired it and it hit 200%.

Is it just some thing to do with this weapon in particular?
