Need advice for my driver's license

I'm only asking because I have no clue where to start and I feel like this is a good place to ask. For some context, I'm 17, turning 18 in late April, and I live in California.

I was planning on getting my permit in early May, so I can just get my license in late May. When I was trying to schedule a DMV appointment to get my permit, I found out that I need to fill out an application in order to do that. So, I tried to look more into it and now I'm lost :(

I'm a little anxious for filling out this form because I'm under 18, and I don't want to have to take those expensive driving classes. I'm scared that if I fill out the form as a minor, then the DMV will make me take those classes.

I was wondering if I should fill out the application now, or wait until I'm 18. Follow up question: do you still need to have a learner's permit if you're 18? Or can I just take the driver's test and get my license. Any help is appreciated!​
