binding family you live with

This is a technical question: If you bind someone from doing harmful behavior, does it require them to be actively trying to harm you?

In my case: they are destructive, loud, angry and cruel, but never directly interact with me. I’m just forced to hear it like psychological warfare every day because no one else cares. I’ve exhausted all mundane avenues.
