A Good Shout

Can anyone tell me the best method of farming A Good Shout? I think I got one someone how when I first started playing but I deleted it some time ago… unfortunately I didn’t realize how good this bow actually was lol.

Also looking to get a Psi Aeterna IV because I hear that is meta. Any advice would be greatly appreciated
