Question about Puppet Master

I'm replaying the chapter where you first meet the Puppet Master and he mentions how he got >!the twins!<out of the >!Unown Dimension!<. My question is how did he do that? I know that >!Hazuki!<was there during the Hidden Library quest, but how did she get access to it? Is it ever explained how either of them got into the place?
