I've seen this said a few different times, where did this idea come from? Every source I can find states pretty specifically that Eggman created Gemerl based on Emerl's data that he had obtained. I've seen people say this is how Emerl got "revived" when it's clearly not the case.
Emerl and Gemerl are entirely separate characters, beyond the latter being based on the former.

While the two are pretty similar, there are some noteworthy differences:

Emerl doesn't talk like a robot like Gemerl does, he speaks like a person. (mostly like Sonic, actually)

While both can integrate the Chaos Emeralds directly into their systems, the end result is very different. Emerl unlocks more of his "true potential" with every Emerald integrated, ultimately allowing him to develop into a functional person. Gemerl transforms into Ultimate Gemerl, a big mechanical monster.

Gemerl seems to lack Emerl's ability to adapt and copy any attack he sees, although he is capable of analyzing an opponent's fighting style and responding accordingly. Gemerl also has built-in missiles, a jetpack, and the ability to seamlessly integrate with compatible machines, as he does with each Eggman mech during Advance 3.

I just find this idea odd, because Battle was pretty resolute about Emerl's death. Sonic and the others say that Emerl must live on within the Chaos Emeralds themselves, and that maybe one day, when there's no more fighting, no more people looking for an "Ultimate Weapon," Emerl may come back.

Now just imagine undercutting that completely in the next game.
"JK, GUYS, EMERL'S BACK."

Where did people get the idea that Gemerl was built with parts of Emerl?
