Internal transfer from UTM to Uoft with less than required CGPA anyone made it plz guide me

Hi guys, I am first year student in arts and sciences, I live in downtown Toronto, I was not able to get admission in St.George, I applied this year to transfer but my CGPA sucks below 2.7 but close — I was thinking to ask if someone had got in with special consideration, I have valid reasons such as diagnosis with mental health issues affected negatively my studies.
