Gave driver code for delivery and he handed food to someone he was talking to.

Delivery driver phoned tonight as couldn't find address, we are set back from road a bit so I stayed on phone with him and walked up to the road. The driver was talking to a couple of teens on scooters and the driver acknowledged me and asked me for the code number. Gave him the code and he handed the food to the teens who rode off with it. Asked him why the hell he did that and he said he thought we were together which is obvious bullshit. He then rode off himself.

Driver then knocked on our door an hour later and offered to buy us some food. And said he was sorry.

I declined because not going trust this guy again.

Now been refused refund with no reason. Anyone heard of this before? Anything else I can do before I try a chargeback through PayPal?
