Eye contact with strangers in public

I have a (bad?) habit of staring at people as I walk past - with a neutral expression, I think.

I've noticed there are three responses to this: ignore, deliberately look away, hold eye contact.

Does it mean anything when they hold eye contact? Is it an indication of interest?
