What is causing this fish smell?

My boyfriend smells like fish very strongly and he hasn’t noticed and I haven’t said anything. His crotch region wreaks of fishy odor through layers of clothes and even from a foot away, and touching it through clothes makes my hands smell like it. What is it and how do I approach talking to him about it?
