On the idea of Hoyo "Sabotaging" banners, what is the simplest, non conspiracy explanation?

Or if you prefer Hanlon's razor "Never attribute to Malice, what can be sufficiently explained by Incompetence." I want to note, this is going to sound like a discussion on gender, but while that was my motivator, it is not the sole topic of discussion. So I'd like to talk about this, and what the most reasonable explanation is.

After Banyue's shortened banner launch, it was speculated by fans that he had been 'sabotaged' or set up for failure. I won't focus on the overall beta controversies, but the core argument was that, with both his banner being shortened, being stationed next to a meta breaking unit in Dialyn, and being a rupture DPS released right before another meta rupture DPS in YSG? There was a lot for his fans to grumble about and speculate on...

But this isn't the only time there have seemingly been some weird banner choices. Yidhari famously, had a very poor performing banner, and the main reason I've seen to that is her being made as an Ice DPS, competing directly with VH tier Miyabi, and a rupture DPS, competing against Yi Xuan, another VH Tier character. There's also the great 'electric attacker' meme. Harumasa getting SAnby'd two patches later, followed by Seed as an electric attacker in 4 patches, and now Chissa as an electric attacker in 2.7...They all have different playstyles, but the electric attack DPS overabundance feels really weird, right?

There was also the ice DPS meme of Ellen being power crept by Miyabi, and Hugo releasing as an ice DPS...seemingly set to compete with the ever popular MIyabi. It does make sense, given his parallels with Lycaon, but I can imagine he was less appealing to a good portion of the player base due to Miyabi being so massively invested in as a character.)

Originally, this was going to be a post about Hoyo seemingly setting up male S ranks for failure, with Banyue getting his shortened banner before YSG, Hugo getting released as an Ice DPS competing with a popular character like Miyabi (combined with Totalize basically getting no dedicated support?), Harumasa being given away for free and paired with Miyabi... But I realized the issue goes a bit beyond that, with a lot of other characters seemingly getting screwed by really weird choices in terms of element/class overlap, or timing, or just kit design. (But even when a unit is meta breaking, timed well, and doesn't have overlap they might underperform, see Dialyn.)

As such, I don't think it's as simple as saying there's gender sabotage behind the scenes. Hell, I'm not even sure they are intentionally sabotaging their own banners, just because it literally makes no sense for them to do so! If anyone has some potential insight into why some of these decisions are being made, I would really like some insight just to try and understand. I think it's tied to making the VH DPS so overwhelmingly powerful, but that doesn't explain the seeming overreliance on electric DPS!
