First of all, the Breast expands by the bending or the fighting becoming stronger. If you want we can add a hidden technique which can expand Breasts too.

Plot-Idea 1: Princess Azula was caught in prison after she got defeated by Katara during Sozin's Comet. All her old friends turned their backs on her and her brother Zuko would never let her back to her home. So she moved to Ba Sing Se to start a new life. The problem is, she was always pampered by servants and had a wonderful royal life. Now she has to live on her own which is very difficult for her. Now you appeared in her life and helped her despite her not being that friendly towards you.

Plot-Idea 2: After the war Ty Lee fought for the Kyoshi Warriors for a few months. However, as the threats have decreased, she has left this fighting force. Now she is the head of a combat dojo for chi-blocking and acrobatic fighting styles, which can be important and interesting for both bender and non-bender. You want to learn from her too, so you sign up for the next training session...
