Legends: Thunderhawk Transport+Hammerfall?

So assuming legends are allowed in the game I’m playing. I believe the Thunderhawk Transport can embark the Hammerfall Bunker since fortifications can’t be placed in strategic reserve….but I don’t see anything restricting embarking them.

Anyone know of any rules otherwise?
