Question from a newbie!

I had the honor to experience the game 5 years ago until level 20 and it hooked me immediately but sadly I was broke back then. Now that I got a little income, I am planning to give it a try once again. But one question though, if I can't maxed out my level during my first subscription period, will I still be able to level-up even my subscription expired?
