residential energy credits 5695

All I have for this form is a carryover from prior years. Part II is for improvement credit made in 2025 of which we have NONE. But Line 17a still askes if the improvents were installed on my main home located in the United States. My tax service said NO on this (the subsequent questions for this part were YES - We're the original owners and we do explect it to last more than 5 years). But then it goes on to say that if I said NO for 17a, I don't qualify. Why doesn't is simply skip this section if no improvements were made in 2025? There is a similar situation in line 21a and 21b on the expenditures. My tax service said NO for both the costs for a home in the US that is used a main residence, and was it placed into service by you. Well, yes, we only have this home and we put it in service. AGAIN, why don't them simply have your skip this section??? It looks like these were also the answers on my last year's form and my tax return was accepted. Should I simply not worry about it? I understand they want to make the forms as generic as possible so little revision is needed year to year. But this is simply confusing. Does anyone have recommendations?
