Orders just popping up FCFS and not surging

I’m getting JFY’s but also lately noticing a lot of orders that just pop up out of nowhere as FCFS. This is even with sitting 30 min in the parking lot. Also these orders do not go up in pay at all they just keep refreshing and popping up again. Only thing I can figure is it’s really slow and they know someone eventually is gonna take it.

Anyone else seeing this? First time at my store I’m seeing it lately but it never used to be a thing.
