Not enough progression

Hello,

I got a quick question. I somehow cant progress into the heian map, in ng+. Everytime i want to teleport to the first shrine, the game tells me that i dont have enough progression in Journey of the Shogun.

Ive already done most of the crucibles and again the main story questline, but i cant get into the second map. What am i missing?
