What if canadian employer refuse to verify background if i leave the organisation after submitting documents after ITA ?

Hello All,

is there any chance that my PR will be refused if my employer denies to verify the employment , i have the reference letter with everything needed , T4's , bank documents, paystubs , official email address , identity card .

Thank You.
