MPH Tracks and Switching Concentrations

Hi! I am currently debating my enrollment at UCLA or UPenn (most affordable programs) However, I applied to UPenn for their Generalist Track and UCLA for Health Policy. I am wondering in terms of career outlook, which concentration would be more beneficial. If anyone has any experience I would really appreciate it, I really don't know what to chose.

Also, if anyone has experience with UCLA's school of public health, I am wondering if it would be a possibility to change concentration after admittance? I am going back and forth between Policy and Management. I know they are the same department but I wonder if they have anything prohibiting a switch.
