Non-compete Clause on my previous work

Hello po, I would like to ask lang for some advice guys. Hindi kasi ako sure sa nangyayari right now. I've worked previously to a hospital here in my town as a prob. nurse for 6 months then after deciding to not sign a 2 year contract with them, I was still offered to sign a contract as a reliever nurse which I did. After 3 months as a reliever, umalis din ako (nakapag-render din ng 1 month service before exiting as per contract).

And eto na nga, nakalagay sa prob. contract ko sa previous work na yon that I am not allowed to work within 1 year sa aking town sa similar business ng company (worded as "competing company" sa kontrata) which is a hospital. Nag-apply ako sa isang dialysis center dito sa town namin thinking that hindi naman yun covered ng non-compete clause. Because for all I know, stand-alone entity naman yung dialysis and more than that wala namang dialysis service yung hospital na pinagwork-an ko so hindi naman siya direct competitor. It seems that yung HR ng hospital is pinupush na magbayad ako ng penalty fee for breach if ever magwork ako dun sa dialysis. What do you all think po? should I be paying for a penalty? is that fair?
