Is this going to be balanced by model count?

I know, "more info in a week." I was just curious if it had been mentioned anywhere if like what units I take is balanced by model count (such as we both have 5 models) or if model value will play into it (we both take 30 vp of models)?

My guess is the former, since the starter boxes seem to be "3v3" or "5v5", but i was kind of hoping there would be options to show up with a variable model list, depending on the models contained.
