Breach of Contract & Tenant Fees Act? (England & Wales)

Council Tax

So to get into it, trying to understand whether there is a breach of contract and possible unlawful fees in this 3 party landlord-tenant-management company relationship/AST.

Our monthly energy use is rebilled from the landlord's rebilling agent, a separate party to our management company. We used to receive photos of the meter readings from the management company but have not had any sent to us over the recent months.

I noticed charges on the rebilling agent's invoice (to whom we pay) for a "Billing Service" now to hell did i ever agree that! The utility clause below does not include any provision for that type of charge; is that technically a breach of contract on my AST agreement?

"(3.3) To pay all charges falling due for the following Utilities/services used during the Tenancy and to pay the proportion of any standing charges for those services which reflects the period of time that this agreement was in force:

Gas

Electricity

Telephone

Satellite Television

Cable Television

TV License

Council Tax"

Lastly, i'm sure Ofgem and it's repricing rules have a part to play here. Is there a legal grey area that they are utilising or would it quite easily fall foul legally if taken further, been charged these fees for the last 2 years which soon adds up.

Will be gladly leaving this landlord soon as we've a long list of problems that we're considering going down the route of redress for and reaching out to redditors for any perspective.
