How to Aquire Powers

Sorry if this seems dumb. Im a new storyteller trying to put together my city.

How does a kindred get powers mechanically.

I know theyre associated with disciplines. But hypothetically if I have 2 dots in celerity do I just have all 5 powers that are 2 dots or less or do I need to spend xp to purchase specific powers within my discipline.

Thanks in advance, excited to learn this system!
