Volume Normalization - At the end or each individual track?

Working in Audacity. I have 5 voice that come and go into the recording. I have already done my workflow of
Noise Reduction
Normalize Peak to -1
De-esser & De-clicker
EQ - Low rolloff for speech
Compression x2
Limiter if spiking a lot
Spot editing
I have read that Volume Normalization is a LAST STEP operation. So am I doing this to each individual track or turning it into a WAV file & VNing that track?
If I'm scoring, do I add it before or after the VN?
