Would Danzo be a better final villain than Madara and Kaguya?
With Madara and Kaguya power scaling went too far but Danzo works as a final villain for a lot of characters since he's connected to Sasuke, Naruto, Kakashi, Sai, Yamato and so on, if he took over as evil hokage he could be end game villain.
Him, Orochimaru or the masked man /Tobi Obito are all better final villains in my opinon. With exception of Sasuke vs Naruto but Sasuke is not really final villain, a rival fight basically that can even happen before they face big bad guy together or after.
