Boat Shipping

I remember back in the day when every agent allowed for like a month boat shipping but now I have like a 7.7 kg haul and the cheapest shipping is like 400$ shipped from a plane, how do i get cheap boat shipping? do I need to get to a certain amount of weight before I can get boat shipping?
