Is it just me, or you can't re-equip your shield outdoors on hurricane map condition

So I went out on some hurricane conditions hunting for some raider caches, and I removed my shield. while it was at full charge. I saw a small cluster of arc enemies and I felt it best to re-equip the shield in case they decide to turn me into clanker barbecue. But when I re-equipped the shield, I noticed that it looses charge faster than it recharges and I was basically carrying around a broken shield. Used a shield recharger, but that provided no recharge. Is this a bug or intentional? Do we need to find cover from the wind in order to be able to effectively re-equip the shield? I could accept that it can't recharge by re-equipping, but seems strange that the shield recharge had no effect. I was using a medium shield. Has anyone had similar experience?
