Help with peeing

Advice

1: I know I should not have cats i cant afford but situations change.

Ive had a cat for 7 years, got a new one almost 3 years ago. first cat, Manny, was great until a year ago when he started peeing on things. got rhe second cat, Poop, 2 years ago.

Manny started peeing on kitchen towels, so we removed them. moved on to peeing on the counter, cleaned with pheromone soap and he stopped. then it started again and he started peeing in kids bedrooms. We took him to a vet and got antibiotics and exoensive urinary food which helped for a few months, off and on, and now he is back to peeing. simply cant afford the surgery and wondering options.
