What do the highlighted parts mean in regards to an old stroke, and white matter?

My Aunt 67F was in a nasty car accident this weekend. I kidnapped her and forced her to go to the ER, she was refusing the paramedics, where thank God she was ok. Having said that the CT scans showed a couple things she's concerned about.

Apparently at some point she's had a stroke. Could anyone dumb down the highlighted part and explain what it means? Was the stroke bad?

The second concerning part is that "white matter" is seen in her brain. Does that mean she could be getting dementia or something?

We've made a neurologist appointment, but it's unfortunately months away and she's super stressed about these findings. If anyone can help with any insight it would be greatly appreciated! Thanks in advance. 🙏
