Can someone give some insight on this case?

So I’m from New Milford, NJ. And this John Doe was found there on September 17, 1983. He was found sitting against a tree on a riverbank, presumably by the Hackensack River on the nature trail by Kennedy Field. (I know this area like the back of my hand). He was fully skeletal and his presumed death date is January 1, 1983. My whole thing is the amount of negligence here. 1. They didn’t give him a reconstruction even tho theres people where it’s just a skull and theyre still able to be reconstructed. 2. They didn’t determination a cause of death even though it’s evident he died from hypothermia considering he was only wearing khakis, shoes, and a short sleeve shirt.
