Clothes question

Do the clothes only do it’s affect if the cat wearing them benefits from it? Or can any cat wear anything and it affects the entire colony?

Example: if I have a cat chopping broccoli but wearing lemon boosting clothes, will it still give 20% to the lemons even though the cat who does the lemons isn’t wearing the clothes?
