H1B transfer RFE

My friend got rfe for h1b transfer . It’s for maintaining status . Last year dec he got laid off and for last 3 months he got a pay cut which was still above his LCA salary amount . He got an offer in Feb and his h1 transfer was done and he got rfe . Is the salary cut for those 3 months can be the reason for rfe ? What are his options now ? Any advice . Thanks .
